Transmission Auction no. 02/2011 ends with 38.8% discount

Competitiveness and big discounts market Transmission Auction no. 02/2012 held today (3/9) by the Brazilian Electricity Regulatory Agency (ANEEL) at BM&FBOVESPA headquarters in São Paulo.The average discount was 38.8%.That means the revenues for business owners from exploitation of investments will be smaller than initially projected, contributing towards energy tariff modicity.The average Permitted Annual Revenue (RAP)* obtained after the start of enterprise operations will be R$ 224.2 million compared to the R$ 363.9 million projected initially.

ANEEL General Director Nelson Hubner said the participation of more tenderers generated more competitiveness and the consequent reduction in prices for the end user.The Director also underscored that there will be a large number of bids this year due to the series of plants in the north which require interconnection and an expansion of the grid.

The five lots offered were disputed by eight companies and six consortiums.The lots with the biggest discounts were A, with 43%, won by the Sino-Copeliano consortium, and B, with 36.96%, taken by the Guaraciaba consortium.

The lowest discount was verified in Lot E, 2.00%, taken by Furnas Centrais Elétricas S.A.Centrais Elétricas do Norte do Brasil S.A (Eletronorte) won Lot C and Companhia Hidroelétrica do São Francisco (CHESF) took Lot D.

The five lots offered are comprised of eight transmission lines, totaling 1,709 kilometers (km), and seven substations.The undertakings will demand R$ 2.9 billion in investments, generating 11.6 thousand direct jobs.

The auctioned lots encompass the states of Amazonas, Bahia, Mato Grosso, Goiás, Minas Gerais and Rio de Janeiro.See here for details on the lots.The deadline for conclusion of the works will be 18 to 32 months and the concession contracts will be for 30 years.

Timetable – After the auction, the winning tenderers shall deliver the documents for the qualification phase from March 12-16 at the BM&FBovespa.On the 3/23, ANEEL’s Special Tender Commission (CEL) will disclose the qualification result.Ratification of the result and awarding of the concession are projected for 4/3. The deadline for delivery of the timetable and the installation construction budget is 4/16, the date on which the documents of the Specific Proposal Society (SPE) or the transmission concessionaire, required for approval and for the concession contract, shall be delivered.Two workdays before the date set for signing the concession contract. The contracts shall be signed 14 days before the convocation date.

Guarantees – The auction winners shall present the Faithful Compliance Guarantee to replace the prior guarantee, needed for participation in the tender.It corresponds to 5% of investment value and should be paid up to two workdays before signing of the contract.

Change – In relation to the previous auctions, the main change in this one is the exclusion of the concession granting phase, considered merely symbolic.With this change, the projected date for signing the concession contracts will be moved forward about 40 (forty) days, speeding up the installation of the new transmission installations in the country.

*Permitted Annual Revenue (RAP) – is the annual revenue to which the transmitter will have rights for providing the public transmission service to users, after startup of commercial operations at the installations.The value is the one obtained as a result of the auction, updated annually by the Broad-based Consumer Price Index (IPCA) of the Brazilian Institute of Geography and Statistics (IBGE) and reviewed every five years, as per the terms of the concession contract.
