The board of the National Energy Agency (ANEEL) decided to reopen the deadline for contributions to Public Hearing (AP) No 019/2011. The audience consists of the establishment of methodologies to be applied in the first round of rate revisions of licensing cooperative of electricity distribution. With the decision, those interested may send contributions to the AP as of tomorrow (03/15) until 05/15.

The board accepted the request of the representatives of the cooperatives to extend the maturity of the audience to ensure effective contributions to the improvement of methodologies.

The methodologies include the improvement of the following issues: rate adjustment, the x factor, power outage, self-capable generation, revenues and other mechanism to amend the discounts. The items were constructed with reference to the regulatory costs of distribution utilities and electric power adapted to the reality of permit holders.

One proposal under discussion is to discard the business model of reference and basis of remuneration, to make implementation in rating processes more comprehensive and objective. Other principles to be observed in the rate revision are the incentives for efficiency and low rates, the reduction of information asymmetry and more transparency and reproducibility.
