Standard on submarkets restrictions in energy prices in the short term was approved

The board of the National Energy Agency (ANEEL) approved on Tuesday (13) a regulation establishing conditions and procedures for the internal representation of submarkets restrictions that may impact the ability to interchange between the submarkets in the calculation of the *PLD.

The standard considers the internal operating restrictions in each **submarket (such as the unavailability of transmission lines in a given period) for calculating the price of short-term market.

With this, the PLD will reflect, more accurately, the operational reality of the National Interconnected System (SIN), approaching the Marginal Cost of Operation (CMO) *** calculated by the National Electric System Operator (ONS) due to unexpected restriction to power transmission.

The representation of these operating restrictions in submarkets in the PLD will increase the efficiency of operation and contribute to the reduction of Service Charges System (ESS) ****, covering the costs of more expensive generation, triggered when there are restrictions on the operation planned.

The resolution in its final text established the procedure to be observed by the Energy Commercialization House (CCEE) to define the constraints that impact the PLD.According to the standard, the National Electric System Operator (ONS) will send, until October 30 of each year, a report with a set of electrical constraints of a structural internal nature; the report should have at least the descriptive and the formulation of the constraint and the possible use of a reliability criterion other than the default of the Grid Procedures; the ONS report will be submitted by ANEEL to the public consultation process with the purpose of publicizing and obtaining subsidies for the use of electrical constraints by CCEE for calculating the PLD.Additionally, ANEEL will approve, by an administrative act, the electrical constraints for use by the CCEE.Exceptionally, in the year 2012, the ONS shall submit to ANEEL the report until April 30.(PG/DB)

Price to be announced by Energy Commercialization House (CCEE), calculated in advance with maximum weekly intervals and based on the marginal cost of operation.It is limited by minimum and maximum prices in effect for each Calculation Period and for each Submarket, which is valued by the electricity sold in the Short Term.Today the Energy Commercialization House (CCEE) does not consider internal constraints (such as falls of transmission lines) in the calculation.

** Submarket: Divisions of the National Interconnected System (SIN) for which specific Difference Settlement Prices (PLD) are set and whose boundaries are defined by the presence and duration of restrictions relevant to the transmission of electrical energy flows in the SIN.Today Brazil has 4 geoelectric submarkets organized by regions: North, Northeast, South and Southeast/Midwest.
