The board of the National Energy Agency (ANEEL) approved on Tuesday (03/27) a public hearing to regulate criteria for repowering of generating units that can bring gains in operating efficiency and aggregate availability of power in the National Interconnected System (SIN).
The hearing, which started on Thursday (03/29), will receive contributions until 04/30. ANEEL's proposal aims to reduce the cost of the order of thermal plants and encourage the installation of additional units in existing power plants, compensating these investments using the System Service Charge (ESS) *.
ANEEL also suggests the proposal for the execution of auctions with specific projects that contribute to meeting the maximum demand of the electricity sector. These projects would undergo prior selection based on criteria to be established by the National System Operator (ONS).

* System Service Charges – ESS – Monetary values used to cover the cost of system services, including ancillary services, provided to users of the National Interconnected System – SIN, which include the costs of generation dispatched regardless of merit, by transmission constraints within each submarket, the operational reserve of power in MW, provided by generators to regulate the frequency of the system and its ability to start autonomously, the reserve capacity in MVAr, provided by generators, higher than the benchmark values established for each generator in the Grid Procedures necessary for the operation of the transmission system, the operation of generators as synchronous compensators, voltage regulation and cut generation and cargo relief schemes.
