The board of the National Energy Agency (ANEEL) approved yesterday (04/03) the draft resolution which regulates the Connection Charge and adjustments in the Use Rate of the Distribution Systems (TUSD) of consumer units from the A1 subgroup*, attending voltage level equal to or greater than 230 kilovolts (kV) and which have a Distribution Facility Connection Contract (CCD). The final document was prepared after Public Hearing No. 080/2011, held from 12/22/2011 to 03/02/2012, in which three contributions from four agents were presented.
The new regulation includes the 6.3 Sub-module and modifies provisions contained in section 8 of the 7.3 sub-module of the Rate Regulation Procedures (PRORET). The 7.3 sub-module defines the treatment of the revenue recovered by consumer units in the A1 subgroup celebrating Use Contract of the Distribution Systems (CUSD) and establishes the composition of the applicable TUSD to these consumer units, pursuant to Normative Resolution No. 166/2005.
The change brought by the resolution adopted yesterday is based on the way to individualize their charge to the A1 subgroup, a procedure that has already been adopted in the calculation since the second cycle of periodic rate revisions, and which is justified by the possibility of identifying assets for the exclusive use by these consumers. With this measure, ANEEL aims to achieve an isonomic treatment regarding the use of wiring between captive and free consumers, the best possible rate convergence on the border between the transmission and distribution environments and the efficiency in the allocation of costs.
So far, ANEEL approved the TUSD or the Connection Charge for 28 consumers of the A1 subgroup, served by 13 distribution utilities. (BT / DB)
