Normative Resolution No. 488 of May 15, 2012, was published today (05/23) in the Official Gazette (DOU). The standard establishes the conditions for review of plans for universalization of electricity distribution in rural areas, in accordance with Decree No. 7.520/2011, which established the National Program for Universal Access and Use of Electricity for All (PLPT) for the period from 2011 to 2014. These issues were addressed at public hearing No. 61/2011 sponsored by the National Energy Agency (ANEEL).
Among the innovations for society, the resolution regulates provision of Decree No. 7520/2011, providing that in the care in rural households with monophasic or biphasic connections, not covered by the LIGHT FOR ALL program, the installation of the connection extension, of the indoor installation kit and of the input pattern is performed by the distributor without charge to the person concerned, with funding from the Energy Development Account (CDE) in the form of economic subsidy.
The resolution also provides, among other things, the period of thirty (30) days for all distributors to express their universalization condition in the rural area, using the 2010 Census data from the Brazilian Institute of Geography and Statistics (IBGE) or records of unmet requests in rural areas. From the analysis of this manifestation, ANEEL will issue an Order in the Official Gazette defining the status of each concession and permission area.
The distributors ANEEL considers not universalized will have 90 (ninety) days to submit a review of their universalization plan for analysis.
