Companies, institutions and interested professionals in analyzing Research and Technological Development (R&D) of the electric sector agents can apply to offer your services according to the rules of the new proclamation n° 001/2012 and registration regulations of the Brazilian Electricity Regulatory Agency (ANEEL, in Portuguese). The projects are a result of the investments of concessionaries, permitteesand authorized, as foreseen in the Law n° 9.991/2000, which determines the annual application of a minimum percentage of the Operating Revenue in R&D.
The new proclamation has updated values in comparison to proclamation 02/2009 and formalizes the relationship by contract letters, an instrument that speeds updocumentation protocol. The evaluations will follow criteria of originality, applicability, relevance and reasonableness of costs, within one of the twelve topics on the generation of thermoelectric power and by alternative and renewable resources, management of bays and reservoirs, of the environment, safety, power efficiency, planning, performance,supervision and control of the electric powersystems, quality and reliability on power services, measurement, billing, prevention ofcommerciallosses and the recently-included smart power network. The evaluator will elaborate a report,according to the model given.
Individuals and legal entities that work in a field compatible to our topics proposed and that can prove experience and technical knowledge required are apt to participate of this selection, that restrains applications from cooperatives, companies constituted by consortium or that are in process of legal recovery,entrepreneurs or shareholders of electric power agents, among others. By regularizing and supervising R&D programs, ANEEL follows its mission of ensuring quality in the electric power public serviceand contributes to the reduction of the technological dependence of the country. It has been invested R$ 2.38 billion on 1097 projects since the 2008 regulation. From 1998 to April of 2012, over 3 thousand projects were developed, with R$ 1.67 billion contributions for the previous regulation. The data are from the balanceof ANEEL’s Superintendence of Research and Development and Power Efficiency (SPE, in Portuguese), that regulates and supervise the program.
