New system of guarantees for the MCP will be discussed in public hearing

The National Agency of Electric Energy (ANEEL) discusses in a public hearing a proposal to improve the methodology of supply guarantees for settlement of short-term market (MCP) under the Chamber of Electric Energy Commercialization – CCEE.The proposal is meant for the provision of a guarantor account to cover potential defaults in the MCP.This account would pay for any disregarded losses, charges to pay, and other parcels that are cleared only in accounting.

The need to discuss the issue came after the realization that the market allows delinquents to supply financial guarantees to continue operating in the market and that existing contracts of defaulting agents remain valid until they are turned off according to specific shutdown procedure, expanding, with that, the debts which are apportioned to the market.Furthermore, it was noted that the financial security today is used as a prepayment of the settlement, and not a real guarantee for operations within the Chamber.
