The board of the National Agency of Electric Energy (ANEEL) approved a normative resolution that governs the allocation of quotas for physical guarantee of energy and power plants power that have their concessions extended to the electricity distributors of the National Interconnected System (SIN).

Decree No. 7805/12 defined the competence of ANEEL to draft the quota contract. The agency's board decided to publish full resolution content with the terms of the contract to replace the original proposal to formalize membership contract. According to the Agency, Normative Resolution No. 514/2012 has the same effects of the proposed contract.

The standard contains provisions on the full allocation of the physical guarantee of energy and power of power plants and the amount to be considered as ballast for contractual coverage of the distributors of 95% of the allocated quota.

For generators, the system of quotas will be valid for the period of the concession of its plants, i.e. until the end of the term of the new concession granted. For distributors, the quota system has an indefinite term, because who determines when quotas are allocated or withdrawn from distributors is ANEEL.

The amounts of each quota allotted to distributors, and the rate on the energy of each plant will be set by a resolution of the Agency. The generator should receive annual revenue generation (RAG) from the date of commencement of the period of allocation of quotas.
