Starting on Thursday (08/11) is the deadline for submission of contributions to the Public Hearing, which aim is to discuss the resolution rules establishing procedures for the commercial application of tariff flags. The application will only begin in 2014, but in 2013 the test year will be started, in which the systematic will be used for effects of simulation.
The draft proposes that a public hearing on the application of the tariff rate applicable to the relevant flag is made about the power consumption measured within the calendar month of validity of each flag. Where the billing period does not coincide with the calendar month, the proposal is that the collection is performed based on measured consumption in the days of tariff validity of each flag, if the consumer unit has proper measurement or, when no measurement appropriate, based on consumption calculated in proportion to the days of tariff validity of each flag.
The Green, Yellow and Red Tariff Flags will act as a traffic light and be reflected in fare difference for the consumer. The Green Flag means to generate low cost energy. The Yellow Flag will indicate a sign of attention because generation costs are increasing. In turn, the Red Flag indicates that the former situation is getting worse and the supply of energy to meet consumer demand occurs with higher generation costs, for Example, the firing of a large number of plants to generate electricity, which is a source more expensive than hydroelectric plants. The target audience is all consumers of the National Interconnected System (SIN), high and low voltage. The activation of each flag by ANEEL tariff will depend on the values of the Settlement Price Differences – PLD and Charge System Services for Energy Security – ESS_SE. The flags are part of the tariff change in the tariff structure approved in November last year by the Agency’s Board.
