Definition for CDE value for 2013 is in hearing

The board of directors of the Brazilian Electricity Regulatory Agency (ANEEL) [Agência Nacional de Energia Elétrica] approved in a public meeting held this past Tuesday (27/11) a public hearing to define the annual quota for the Energetic Development Account for 2013. The proposal by the technical area of the Agency is for the setting of the quota at R$ 1.024 billion.

The Agency's proposal represents a reduction of 73% from the value paid in 2012. This reduction will have repercussions on consumer tariffs from the accomplishment of extraordinary revisions of the energy distribution scheduled for February 5, 2013 and determined by Provisional Measure No. 579/2012. According to this measure, a new methodology for defining the CDE for 2013 involves the difference between the estimates of revenue (including any balances) and estimated expenditure account.

The CDE was created by Law No. 10,438 of 2002 to promote the competitiveness of energy produced from renewable wind, small hydro, biomass, natural gas and coal country, in areas served by interconnected systems; promote universal service electricity across the national territory, and resources to ensure compliance with grant aimed at economic reasonableness of the rate of supply of electricity to final consumers members of Residential Low Income Subclass.
