The Board of Directors of the Brazilian Electricity Regulatory Agency (ANEEL) [Agência Nacional de Energia Elétrica] approved today (12/04) during Public Meeting, the values of application in testing year of 2013 of yellow and red tariff flags, at R$ 15/MWh and R$ 30/MWh, respectively. The application will only begin in 2014, but in 2013 we will start the testing year, during which the systematic will be used for simulation effects.

Also approved at the meeting was the opening of a public hearing to discuss the normative resolution proposal establishing activation ranges and the values of tariff flags for the year of 2014. The proposal is that the fixed values for the testing year. Those interested may send contributions during the period of 12/07 to 01/30/13 to the e-mail: ap104_2012@aneel.gov.br, by fax (61) 2192-8839 or to the Agency’s address (SGAN, Quadra 603, Módulo I, Térreo, Protocolo Geral, CEP: 70.830-030), in Brasília (DF).

The Green, Yellow and Red Tariff Flags will act as a traffic light and be reflected in fare difference for the consumer. The Green Flag means low cost to generate energy. The Yellow Flag will indicate a sign of attention because generation costs are increasing. In turn, the Red Flag indicates that the former situation is getting worse and the supply of energy to meet consumer demand occurs with higher generation costs, such as the firing of a large number of thermal electric plants to generate electricity, which is a more expensive source than hydroelectric plants. The target audience will be all consumers of the National Interconnected System (SIN), high and low voltage. The activation of each flag by ANEEL tariff will depend on the values of the Price of Settlement of Differences – PLD [Preço de Liquidação de Diferenças] and Charge System Services for Energy Security – ESS_SE [Encargo de Serviços do Sistema por Segurança Energética]. The flags are part of the tariff change in the tariff structure approved in November of last year by the Agency’s Board of Directors. (PG/DB).
