The Public Hearing will discuss amending the Transmission System Use Agreements (CUST), Transmission Service Delivery (CPST) and Connection to the Transmission Facilities (CCT). The goal is to void provisions that assign responsibility to concessionaires and distribution permittees for the compensation of amounts paid for damages in consumer’s electrical units under Normative Resolution # 414/2010. The proposal was approved today (04/12) by the Collegiate Board of the Brazilian Electricity Regulatory Agency (ANEEL) [Agência Nacional de Energia Elétrica].
According to Normative Resolution # 414/2010, distributors must reimburse the costs related to damage caused to electrical equipment installed in consumer units served in voltage equal to or lesser than 2.3 kV. Whereas the damage caused to electrical equipment installed in consumer units served in tension greater than 2.3 kV are not reimbursed.
The agency believes there is no way for the distribution dealer to protect the secondary voltage level that consumer who performs the transformation itself of tension, leaving it to them to protect their installations using the applicable Brazilian technical standards. The audience will therefore reap subsidies for the proposal to make void the liability of concessionaires and damages in the electrical consumer units served in tension greater than 2.3 kV.
