The board of directors of the Brazilian Electricity Regulatory Agency (Agência Nacional de Energia Elétrica – ANEEL) approved today (12/11) the normative resolution to establish the methodology about the initial allocation of the quotes of physical guarantee of the plants reached by Provisionary Measure # 579/2012. Also defined were methodologies for compulsory cession of Energy Trading Contracts Regulated Environment (CCEARs), to reduce these existing energy CCEARs and procedures for calculating the extraordinary revision of distribution tariffs.
With the new standard, the distributors that quotas received, added to current contracts, most exceed the volume required for the restoration of their level of prior employment, should transfer this difference in CCEAR (if any) to other distributors. The idea is that all distributors of the national interconnected system (SIN) receive quotas. The objectives of the regulation are: maintain unchanged the level of recruitment of distributors, favor the proportional allocation to the market by the distributor and get a balanced reduction in retail tariffs, which is the essence of Provisional Measure.
Contributions were received from 23 agents in the period of 11/01 to 11/15. The analysis of the contributions and the methodology description can be consulted in the Technical Note available on Aneel’s site (www.aneel.gov.br) at audiências/consultas/fórum. (DB/PG)
