The Board of Directors of the Brazilian Electricity Regulatory Agency (ANEEL) [Agência Nacional de Energia Elétrica] approved this past Tuesday, 12/18, the opening of a public hearing to discuss the contracting of use and access to the public distribution or transmission system and purchase of electricity by concessionaires or permittees of public service delivery to market itself less than 500 GWh/year, working in the National Interconnected System.
The need to discuss the issue arose because of the peculiarity of this market, since these concessionaires or permittees with lower market must bear the costs of transport and core network, since accessing the National Interconnected System (SIN) through the network of another distributor.
Moreover, the electricity distribution industry is characterized by high fixed costs relative to total costs on a unit basis. Consequently, rates of small distributors tend to be higher, since the costs are shared by a smaller-scale market. The fact of accessing the SIN supplied through the network of another distributor, potentiates the problem, since the costs of use and access to the distribution network are larger than the transmission.
