In 2012, the collection of financial compensation through the use of water resources (CFURH) to generate electric power to the municipalities, states and Federal Union, including royalties (financial compensation owed by Itaipu Power Plant) , was R$ 2,2 billion. Out of this total, R$ 1,726 billion were distributed as CFURH and R$ 478,4 million in royalties.
In December, the value of the compensations reached R$178,8 million. The resources of that month were distributed to 696 municipalities in 22 states, to Federal District and to Federal Union, of which 136,1 million as Financial Compensation through the Utilization of Water Resources. The transfer of royalties was R$ 42,7 million to 344 municipalities in six states, Federal District and Federal Union.
The amounts were collected from 95 paying companies, in charge of 177 hydrelectric power plants and 187 water reservoirs. The data are in the collection report available on the Agency’s Internet Page.
The municipalities retain 45% of the collection whereas other 45% are sent to the states. The amount can be invested in health , education and security social programs, but it cannot be used either to rebate debts, excepted the case in which the creditor is the Federal Union, or to personal debt payment.
The Federal Union receive the 10% remaining, which are distributed to the National Water Agency (ANA), the National Fund For Cientific and Technological Development (FNDCT) and to the Ministries of Environment, Water Resources and Legal Amazônia (MMA) and Mines and Energy (MME).
The collection and distribuition of the compensation and royalties is the responsibility of the National Agency of Electric Energy (ANEEL).
