The Board of the Brazilian Electricity Regulatory Agency (ANEEL) approved last Friday (1/25) the Strategic Research and Development (R&D) Project Call 16/2012 concerning the electricity quality monitoring system for accession of distribution companies. The objective is to develop a system that has reliability and representativeness for the calculation of continuity indicators of distribution networks. Under the proposal, they should record interruptions and estimate the DEC (Average Interruption Duration per Consumer Unit) and FEC (Average Interruption Frequency per Consumer Unit) indicators with adequate accuracy, according to the cost-effectiveness analysis, besides provide ANEEL with remote access to this information.
The design and development of the project should comply with requirements such as analysis of current technologies of the meters; assessment of existing communications and measurement systems; and analysis of the costs of sample installation of meters, among others. Approval of this R&D Project was based on the observation that the simple monitoring of indicators on a monthly basis may be leaving significant gaps with regard to the Agency’s ability to detect, in a timely matter, quality issues in power supply to final consumers. The mandatory application of resources in R&D is provided by law and in the concession agreements, and the Agency’s is responsible for relating investment in the program, monitoring the execution of projects, and evaluating its results. The legislation provides that the electricity distribution, transmission and generation concessionaires, permit holders or authorization holders should apply annually a minimum percentage of its net operating revenue in the R&D Program of the electricity sector.
