The board of directors’ of the Brazilian Electricity Regulatory Agency (Agência Nacional de Energia Elétrica – ANEEL) approved, today (02/26), the opening of Public Hearing# 013/2013 which will collect subsidies and additional information for the perfection of Resolutions# 393/1998 and 398/2001. The resolutions establish, respectively, the general procedures for the registration and approval of the hydroelectric inventory studies of the hydrographic basins and the general requirements for the presentation of the studies and the specific criteria and conditions for analysis and comparison of Hydroelectric Inventory Studies, seeking the selection in the case of competing studies.
The perfection of the two resolutions already went through public consult # 58/2009 and public hearing # 42/2010. The Agency’s Board of Directors, however, verified the need for new perfecting of the procedures in effect, including proposals that were not contemplated in the previous AP. The objective of the new proposal is to increase the annual rate of approved studies and, therefore, the availability of hydroelectric uses with economic-technical and social-environmental viability.
Among the assumptions underlying the proposal is the establishment of a fixed and inalterable term and the requirement for a financial guarantee for the development of the inventory study, while inhibiting the participation of speculators, strengthens reliability in the interested party in the development of the respective study in the term and with the required quality. Another premise is, in contrast to the guarantee of the interests of the agent, that preference can be given in the inventory study, avoiding multiplicity of spending on the same object.
The Agency also decided to suspend the receipt of new registration requests for the inventory study until the publication of the proposed resolution, with exception for the requests made by the Empresa de Pesquisa Energética (EPE).
The term for sending contributions to the hearing starts February 27 and continues until March 29. The live session will take place on 03/20, in Brasília (DF).
