Public Hearing will discuss allocation of CDE funds to cover costs

Fonte: ANEELThe Board of Directors of the Brazilian Electricity Regulatory Agency (Agência Nacional de Energia Elétrica – ANEEL) approved on this Tuesday (03/26) the allocation of funds from the Energy Development Account (CDE – Conta de Desenvolvimento Energético) to cover the costs incurred due to lack of rainfall and consequent activation of the thermoelectric plants. The goal is to remove the burden of the consumer to replenish the distributor’s cash in the subsequent tariff period while preventing the loss of the concession companies. Thus, the features of the CDE will be used when the percentage proposed in the tariff adjustment or in the revision, in 2013, is greater than 3%.

The proposal was submitted to public hearing, but the procedure will already be used as an emergency to repay spending for the month of January. In summary, the CDE will be used to cover cost with exposure to hydrological risk of the contracts for quota of physical guarantee of energy and power; involuntary exposure in the short-term market relative to the amount of reposition not rehired due to the non-adherence to quota system by some hydroelectric plants; additional cost related to the activation of power plants outside the order of merit as decided by the Monitoring Committee of the Electricity Sector – CMSE [Comitê de Monitoramento do Setor Elétrico] and full or partial value of the accumulated surplus of the Value Variation Account of the Items in Parcel A – CVA [Conta de Variação de Valores de Itens da Parcela A].
