This past Tuesday (4/2) the Collegiate Board of Directors of the Brazilian Electricity Regulatorty Agency (ANEEL – Agência Nacional de Energia Elétrica) approved the opening of the Public Hearing with the objective of obtaining subsidies and additional information for the improvement of the calculation of the Extraordinary Tariff Review (RTE, from the Portuguese Revisão Tarifária Extraordinária) of Licensees of Electricity Distribution. The contribution period goes from April 3 to 12.
The Agency’s decision fulfills the claim of Licensees of Electricity Distribution for consideration the effects of cost reduction propitiated by Law No. 12,783, 2013, Provisional Measure No. 605, 2013, and Decree No. 7891 and was based in Permission contracts.
The RTE calculation was performed for the 38 licensees according to their classification into two groups: the first consists of 26 licensees whose tariff review should have occurred in 2012, and the second consists of the 12 licensees whose tariff review process should occur in the years of 2013 and 2014.
A public hearing is required due to change in calculation of Parcel B of the composition rate of licensees. However, the rapporteur of the process, André Pepitone da Nóbrega, emphasized in his vote that the 12 licensees with reviews planned for 2013 and 2014 will have their Parcel B maintained, which allows the effects for this second group to be perceived immediately.
For all licensees zero value was assigned to the Fuel Consumption Account (CCC, from the Portuguese Conta de Consumo de Combustíveis) and the Global Reversion Reserve (RGR, from the Portuguese Reserva Global de Reversão), reduced the Energy Development Account (CDE, from the Portuguese Conta de Desenvolvimento Energético) and revoked the CCC quota stipulated in the last tariff process.
With respect to power purchase, the update of the Electricity Tariff (TE) was done by the current methodology, i.e. correction by the economic repositioning index of suppliers’ tariff processes, including RTE of the concessionaires. Moreover, the discounts were removed mentioned in Decree 7891 dated 2013, from the tariff structure, from the exclusion of coverage granted in the last tariff process.
According to the calculations, the average reduction in residential tariffs is 23%. The hearing will subsidize the RTE approval of the licensees who should have undergone revision in 2012. See here the results per licensee.
